How UK Vape Rules 2026 Affect Adult Customers
For adults, legal vaping products are not being banned by this guidance. You will still be able to buy compliant products from responsible UK retailers.

Yes, but the wording matters.
The Government guidance says it will be an offence to sell vaping or nicotine products, or coupons for them, at a substantial discount where the purpose or effect is to promote those products. It also bans free promotional giveaways and free samples.
This does not mean every vape deal disappears overnight. The guidance specifically says that normal discounting practices are not affected. Retailers can still reduce unsold stock as part of normal business, and bulk and trade discounts may still apply.

Why free vape giveaways are changing
From 29 October 2026, retailers must not give away vape products, nicotine products or promotional coupons to members of the public where the purpose or effect is to promote those products.
That includes free samples and vape product giveaways, whether they happen online, in a shop or through a third party.
This is part of the Government’s wider approach to reducing the appeal and affordability of vaping products for young people and non-smokers. It does not stop responsible retailers from serving adult customers. It does mean promotions need to be handled far more carefully.
What eJuicy is already seeing ahead of the vape duty
The selling rules above start on 29 October 2026, but another major change arrives earlier.
From 1 October 2026, Vaping Products Duty will apply at £2.20 per 10ml of vaping liquid. VAT also applies, which means the tax added to a 10ml bottle is £2.64 in total before any product, distribution or retailer costs are considered.
This is why lower-priced e-liquids could see particularly sharp price rises once duty-paid stock replaces older stock. The duty alone can be higher than the current selling price of some 10ml bottles.
From our own experience as a UK vape retailer, suppliers and distributors are already preparing their stock and supply chains for the change. The impact is starting long before customers see the final prices on shelves.
The important detail is that older unstamped stock, produced or imported before 1 October 2026, can continue to be sold until 31 March 2027. Once that stock has gone, new duty-paid products entering the UK retail market will carry the additional tax cost.
